Resource Mobilisation & FinanceWe manage budgeting, payments, reporting, and accountability so the Council remains solvent, compliant, and transparent.
Resource Mobilisation & Finance is the directorate of the Council for Legal Education and Training responsible for the institution's money matters, from the fees paid for examinations and training to the grants, salaries, and payments that keep the Council running.
We exist because the Legal Education Act requires CLET to manage public and institutional funds with discipline, transparency, and accountability to the Auditor-General, the Board, and the wider public. That obligation shapes how fees are set, how budgets are built, how payments are approved, and how the books are closed and reported.
In practice, that makes us the directorate every other part of CLET eventually depends on, because nearly everything CLET does, from enrolling a student to commissioning an examiner, has a financial consequence we are responsible for handling correctly.
Our authority and obligations come directly from the Legal Education Act, not internal policy alone.
Every transaction we process leaves a permanent, auditable trail by design, not as an afterthought.
Directorates can see their own budgets; the Board and the Auditor-General can see everything.
The directorate is guided by leadership structures that support planning, accountability, and service delivery.
Provides strategic guidance, policy oversight and accountability for all financial operations of the Council.
Coordinates the annual budget process, monitoring frameworks, and forecasting for priority programmes.
Handles payments, reconciliations, reporting cycles and day-to-day financial controls across the institution.
Each unit works together to keep funds, records, compliance and reporting aligned with institutional priorities.
Supports long-term planning, budget preparation, and monitoring of spending performance.
Manages receipting, payment processing, approvals and financial records for all transactions.
Ensures financial controls, internal checks and regulatory compliance are maintained throughout the year.
Produces financial analysis, management reports and information needed for oversight bodies.
Our focus is on the areas that protect trust, strengthen planning, and keep the Council financially ready for tomorrow.
Every commitment is reviewed against policy, budget and approval rules before it moves forward.
Board members, management and oversight bodies receive clear reports that explain what happened and why.
Students, suppliers and staff can depend on timely receipts, payments, and answers to financial questions.
Our work spans the full life of CLET's money, from setting what is owed to collecting it, spending it responsibly, and proving that it was handled correctly.
We set and maintain the fee schedules for tuition, the Bar Examination, accreditation, certification and short courses, and make sure every invoice issued is accurate, timely, and properly approved.
Whether someone is paying us by mobile money, bank transfer or card, or we're paying a supplier, a staff member or a scholarship recipient, we make sure the money moves correctly and on time.
We build the annual budget, allocate it across directorates, and keep a constant check on spending so CLET never commits to money it doesn't have.
Every day, every month, every quarter, we match what's been collected and spent against the ledger, and close each period cleanly so the accounts are never in doubt.
We produce the financial statements and management reports the Board and the Auditor-General rely on, and keep the records ready for review at any time.
We file CLET's statutory tax obligations with the Ghana Revenue Authority and make sure our practices stand up to scrutiny from regulators and oversight bodies alike.

Paying tuition, examination or certification fees, and relying on us for accurate invoices and timely receipts.
Trusting that an approved invoice is paid promptly, with clear notice of when and how.
Counting on salaries, allowances and reimbursements landing correctly and on schedule.
Needing confidence that contributions are tracked, receipted and reported transparently.
Working within budgets we help set, and turning to us when a budget needs to move.
Relying on us for the figures and reports behind every major institutional decision.
Granted standing, read-only access to the accounts as the law requires.
Receiving accurate filings and operating within the payment standards they set.
None of these are unique to us, but together they shape how we handle every transaction, large or small.
Nothing significant moves, including a new fee, a large payment, or a budget change, without the right person having signed off first.
We check available budget before any commitment is made, so CLET never finds itself short.
Every fee, payment, and adjustment is logged permanently, not as paperwork, but as the basis of trust.
Once a month is closed, it's closed. Corrections happen transparently, in the open, in the next period.
CLET handles public trust as much as it handles public funds. That is why our work is structured around independent checks, with separate approval tiers for different payment sizes, a standing audit trail that cannot be quietly altered, and direct read-only access for the Auditor-General's Department at all times.
We see this not as a constraint, but as the reason our work matters.
The Auditor-General's Department holds standing, read-only access to our accounts at all times.
Larger payments require sign-off from more senior officers, so no single person can approve everything alone.
Financial performance is presented to the Board every quarter, with a formal review window before publication.
